Most ChatGPT ads guides were written in spring 2026 and never updated. They describe a platform that no longer exists: free users only, no minimum, no conversion bidding, country-level targeting. Here are fourteen claims we checked against Ads Manager, OpenAI’s documentation and the published tests, with the correction.
The most-watched ChatGPT ads tutorial on YouTube says only free users see ads, there is no minimum budget, and conversion bidding is coming soon. All three were true in April. None are true now.
Follow a spring guide in October, and you set the wrong budget, pick the wrong objective, and skip targeting that exists. Here are fourteen claims we checked, and what is true today.
The fourteen claims
| The claim | Where it appears | What is true (October 26, 2026) |
|---|---|---|
| Only free users see ads. | YouTube tutorials from the spring | Free and Go. Go is a paid plan, and it sees ads. Plus and above do not. |
| There is no minimum budget. | Several guides, mid-2026 | $25 a day. We typed $10 into Ads Manager and it refused. |
| You cannot optimise to conversions yet. | Symphonic Digital’s playbook, August | Conversion bidding has been live since early summer, billed on clicks or on impressions. |
| Ads run in four countries. | Spring tutorials | OpenAI says 89. Insurance is still US only under the policy. |
| Location targeting is country-level only. | Symphonic Digital’s playbook | State, DMA and ZIP in the US, with exclusions. |
| There are no negative keywords. | ContentGrip, August | True in August. Negative Phrases arrived October 5 for qualifying advertisers. |
| The highest bid wins. | Spring tutorials | The auction weights relevance. Symphonic’s $3 bid got nothing; Workshop’s $3.14 average served fine. |
| Financial services are banned. | Commerce Pundit and Ryze, spring | Restricted, not banned: US only, approved advertisers, proof of licence may be asked for. |
| Ads are text only. | One creative-specs guide | A square image is part of the card, and 95% to 99% of insurance creatives carry one. |
| Liberty Mutual runs ChatGPT ads. | Social posts | Liberty Mutual built an app inside ChatGPT that quotes in seven states. Different product. Its ads do also appear in the libraries, but the app is what the posts describe. |
| 71% of insurance queries show an ad. | Somantra, cited widely | An Australian vendor’s study: 34,279 queries, two days in August, desktop. Not a US figure and not a performance figure. |
| Commercial insurance converts at 1.9%. | First Page Sage, repeated by guides | A projection, labeled as one on the source page. No one has measured it. |
| Write to the 50 and 100 character limits. | Most guides | A phone shows about 24 and 48. Vital Design doubled click rate by writing to the cut. |
| Leave creative enhancement on. | OpenAI’s webinar, for general advertisers | Fine for headphones. For state-filed insurance copy, rewritten text can appear without your review. Off. |
Why the mistakes happen
Not carelessness. Speed.
OpenAI revised its ad policy at least five times between March and August. It added conversion bidding in early summer, impression-billed conversions in September, Negative Phrases in October, and grew from a handful of markets to 89. A guide written in April was accurate in April. The YouTube tutorials with the most views were recorded when only free users saw ads and the only objective was clicks.
The second cause is copying. Several of the numbers above (the 71%, the 1.9%, the 0.21%) appear in a dozen guides with the same wording. One source, eleven repetitions. Count sources, not mentions.
How to check a claim yourself
- Open Ads Manager and try it. The budget floor, the bid floor and the targeting options are all visible in the campaign form in two minutes.
- Read OpenAI’s policy page for the category, not a summary of it.
- For a performance number, find the campaign behind it. If the page cannot say who spent what over which dates, it is a model or a rumour.
- Check the date. Anything before June predates conversion bidding. Anything before September predates impression-billed conversions.

FAQs
Were the YouTube tutorials wrong when they were recorded?
Mostly no. They were recorded on a different platform. The problem is the view count, which keeps sending people to spring instructions in October.
Is the HubSpot integration also described wrong somewhere?
Some guides still say ChatGPT Ads has no CRM integration. HubSpot has been connected since September 16, and its knowledge base article was updated October 15. Chapter 6 has the steps.
