Send Google Ads one milestone you can prove in HubSpot, such as a qualified producer or an approved appointment, through one route. Then check four things separately: the CRM milestone, delivery to Google, attribution, and whether the campaign actually bids on it.
Which milestone should Google Ads count?
Count the milestone you can prove from a record in HubSpot. Here is how each candidate fits a lifecycle-stage event:

The lifecycle definitions in this guide recommend the Producer MQL as the primary conversion and observe the approved appointment as a secondary one. Write the event as a sentence a sales manager could check, and settle the value before you create it. Label the value as an estimate, and give one agency's value once; copying it to every producer at that agency multiplies it.
What do you need before you connect Google Ads?
The person connecting needs Publish access to the ads tools in HubSpot and Admin access to the Google Ads account. HubSpot connects individual Google Ads accounts only, so connect an account that sits under a manager account on its own. Connect your Google Ads account.
- In HubSpot, open Settings > Marketing > Ads > Accounts.
- Choose Connect account > Google Ads and sign in as the authorized Google user.
- Pick the individual account and connect it.
- Check the customer ID against your own records.
Lifecycle-stage conversion events need Marketing Hub Starter, Professional or Enterprise, with up to 5, 50 and 100 events. Create and sync ad conversion events.
What data can you send, and with whose permission?
Send only data you collected with permission for this use. Keep the click ID when you have it, and make sure the email on the record belongs to the producer personally.
Google's customer data policy sets what you can upload. Conversions related to sensitive categories can't be used for measurement in enhanced conversions, and those categories include health or medical information and negative financial status. Use the consent wording and sharing rules your compliance owner has approved, and leave a contact's consent value as recorded.
How do you set up the lifecycle event?
Check who writes the stage first: forms, workflows, imports, integrations and people. A stage change from an old-data repair will look like a new qualification to Google.
In HubSpot, go to Marketing > Ads, create an event, choose Google and the account, and select Lifecycle stage change as the trigger. Set the stage, the value, the consent property, data sharing, which contacts count and the event name. Leave the Primary action box cleared if the plan is to observe first.
Turn on enhanced conversions in Google Ads: in the Customer data use panel, check Turn on enhanced conversions. Google says you no longer choose an implementation method (Google's update), while HubSpot's article still describes selecting Google Ads API. If your account still shows that selector, follow HubSpot's route.
HubSpot counts only lifecycle stage changes made after you create the event. Ad conversion events. Finish any cleanup of old stages before you create it.
How do you check the conversion is used for bidding?
Open the conversion action in Google Ads and check its category, value, count setting and conversion windows. With the One conversion setting, Google Ads counts only one conversion per ad click. Conversion counting.
Then check each campaign's goals. A Primary action in a goal the campaign uses drives bidding, and a Secondary action inside a custom goal is used for bidding too. Primary and secondary actions, campaign-specific goals.
List every source that reports the same milestone: HubSpot events, Google tags, GA4 imports and manual uploads. Keep one route per milestone.
How do you prove it works?
Check four layers in order, and fix the first one that fails:

Test the CRM logic on test records with delivery switched off, then wait for a real, eligible milestone and follow it through Google's diagnostics. Uploaded test events, made-up click IDs and clicks on your own ads all corrupt the data you are checking.

How do you stop a cleanup from sending false conversions?
Before a bulk import, a stage repair or a move to a new policy system, list every live conversion route that will see the changes, and contain each one through a method you've tested on a single record. A repaired stage counts as a new stage change.
